Dominik Hatiar: Financing of Slovak Republic by the European Commision and required KPIs 

Program

  1. Presentation: Meeting Dominik Hatiar, Team lead, focuses on negotiation and implementation of the Resilience and Recovery Facility and REPowerEU chapters, presentation was focused on the Recovery plan, financing of Slovak Republic by the European Commision and required KPIs 

- bonds of EU market to fund EU member states

- EU Commision will evaluate performance based on specific KPI milestones how many hospitals to build, what laws, quantifiable impact for the economy, if not delivering criteria financing will be canceled (commision already canceled 6demands by countries)

- target investments towards: green topics at least 40%, digitalisation at least 20%

- Slovak Plan 6,4Bln Euros, out of which 700M Euros aims towards reasearch and innovation, 

- 4th payments is confirmed to be paid out,

- Slovakia is well ahead in terms of receiving EU funds compared to Poland, Czechia

- spending in Slovakia however is just 10%

- 3 FLag ship areas for EU funding:

1) Green energy (e.g. renovation of 25ths family houses, 3ths, public buildings, 29ths of historic buildings, 50km of transition lines, 160km of new cycling roads) 

- required reforms as KPI: wind energy related investments, slovak authorities to build wind energy, legal reforms on speeding up the permitting processes..)

 

2). Healthcare modernization (e.g. 2ths new hospital beds, 1ths hospital beds new gross contruction hospital beds (aim to Martin, Banska Bystrica),

- required reforms as KPI: optimazation of hospital system categorization of hospitals, improve management of hospitals - central procurement,  increase the number of pediatritions and general doctors in regions, open 124 new ambulances in regions, improve care long term care, improve paliative care improvement

 

 

3) Education (funding the establishment of 1000of new kindergarden positions, increase the children preparedness, legal entitatelment, Primary education new reforms – training for teachers, etesting for children (abitur / graduation of high school students online as of 2025),

- required reforms as KPIs: introduction of performance contracts linked to funding of universities, performance of universities: number of publications, periodic scientific evaluations, reforms of governance of Universities for the managemwent of the Universities.
